Caravan site proposed near harbour

PLANS have been drawn up to turn a vacant plot of land near Annan Harbour into a caravan and camping park.

Newbie Properties Ltd want to locate 20 static caravans, six hardstanding pitches, a camping area, a block containing office space, a store, toilets and shower facilities and a vehicle wash building on land south of Nivens Quay at Waterfoot Road.

If given the go ahead, the site will operate on a seasonal basis to avoid high tides and flood risk.

Explaining the plans further, a supporting statement lodged with the council says: “The site comprises underutilised or brownfield land that is well-suited for seasonal, low-impact visitor accommodation, and benefits from proximity to the town centre, harbour attractions, and surrounding coastline.

“The proposal seeks approval in principle for the establishment of a seasonal caravan and camping site, broadly comprising: static holiday home plots oriented to provide uninterrupted views of Annan Harbour and the River Annan. Hardstanding bays for motorhomes, allowing for durable, weather-resilient access. A dedicated area for tents and touring caravans, increasing flexibility of visitor accommodation. Welfare facilities, including a toilet/shower block to serve all user groups. An on-site vehicle wash facility, supporting maintenance and environmental cleanliness. Landscaping and pedestrian/cycle connections to the surrounding harbour and town area.

“The site will operate on a seasonal basis to avoid periods of high tides and associated flood risk, consistent with coastal planning principles and SEPA guidance.”

Although historical records from Dumfries and Galloway Council show flooding near to the proposed site, a flood risk summary has explained that proposed seasonal use, flexible infrastructure and commitment to avoid operation during high risk months will provide an effective flood resilience strategy.
