Town chosen for home building pilot scheme

A PIONEERING pilot scheme could allow self building without the need for planning permission in Dumfries.

A plot on Hardthorn Road suitable for 12 houses has been included in the Scottish Governments Simplified Planning Zone (SPZ) Housing Pilot scheme.
And next week councillors on the Economy and Resources Committee will be asked to agree to begin the six week public consultation on the SPZ scheme.
If successful, the edge of town development site on the Hardthorn Road will have restrictions on the types of development and nature of uses that are permitted, however there will be no conditions on the property designs.
A report prepared for Thursdays meeting states: Whilst the SPZ scheme removes the need for planning permission, developers will still have to apply for a building warrant and road construction consents.
The detailed design of individual homes need only demonstrate compliance with the SPZ scheme and will not require a planning application.
The site is owned by Dumfries and Galloway Council, which is one of only three local authorities in Scotland to be included in the pilot.
The Scottish Government has awarded 90,000 funding to support the authorities involved develop their SPZ schemes.
Also taking part are Argyll and Bute and North Ayrshire councils.
A report from Scottish Government Planning and Architecture explains: This pilot aims to enhance quality of place and extend choices for housing in a rural community by improving the quality of serviced sites and self-build development.
It will also support affordable housing choice for householders looking to build their own homes.
The scheme aims to respond to the sites landscape and wider setting and make a positive contribution to the quality of place and enhance local connections.
Proposals that comply with the scheme will not have to go through standard planning application process, enabling speed of development.
