Mill conversion refused

PLANS to convert a former mill in Dunscore into an eco-friendly house have been sunk due to flooding issues. Councillors recently decided to uphold an original decision by Dumfries and Galloway Council’s planning department to reject proposals laid out for Snade Mill. Keith Harvey wanted to transform the old building into a home – with the mill wheel generating electricity for the property. The ambitious plans would have seen the mill turned into a one-bedroom house with a hydroelectric plant on the lower ground floor. However, council planning case officer Philip Glennon recommended refusal of planning permission primarily due to flood risks around the building. At a recent meeting of the local review body – which considers planning appeals – councillors agreed with the planning officer. Annandale East and Eskdale Councillor Archie Dryburgh said: “Whilst I want to see these older buildings brought back into use, it’s important that we do it right. “I do have some concerns about this and would agree with the officer’s recommendations within this – at this time. “I’m not saying they (applicant) couldn’t come back and answers those questions from the officer, but at this moment in time I would agree with the officer’s recommendation.” Nith Councillor John Campbell added: “Yes, I think we should uphold this. It’s quite worrying when you see applications around flood areas.”
