Asset transfer changes wanted by MSP

CHANGES to the way community asset transfers are managed are being called for after disappointment for a scout group in the area.

South Scotland MSP Emma Harper has pledged to raise the issue with Scottish Government ministers after it emerged that the Dalbeattie Scout Group were ineligible to apply to take over the former police station in the town.

The building has been vacant since 2016, when Police Scotland deemed it surplus to operational requirements. The local Scouts were keen to take over the station for their own use.

But the rules governing community asset transfers appear to have ruled out the group from taking over the premises, says the MSP.

She has initially raised the case with the Minister for Public Finance, who has responsibility for community empowerment.

And she said: “When Dalbeattie Scouts raised this case with me I was happy to help and raise their concerns with the Scottish Government directly.

“It appears that the main issue is around the definition of what a community controlled body is, and whether the local Scouts can qualify under the current regulations.

"Where land or buildings have been deems surplus to requirements, and often lie empty which can lead to degradation and dereliction, I am keen to see them brought back to use by our local communities and the people within them.

“To that end I’ve written to the Minster asking him to examine whether a change in the law is required to allow groups like Dalbeattie Scouts to participate in community asset transfers with the same status as more formal, incorporated organisations currently have.

“Local volunteer-led groups like the Scouts are a hugely valuable part of our communities, and I want to see us do everything within our power to help them survive and thrive in Dalbeattie and across the south west – and I’ll continued to hammer away on their behalf for as long as is needed.”
